Apple's Translate app does not have this capability, but there is potential for this functionality to be added via the Apple Pencil that can be used with iPads. The advantage of being able to write by hand is that you may encounter a letter with a symbol in a foreign language that you are not familiar with, and it might take you a while to look through the keyboard to find the symbol, so it can often be quicker and easier to simply write it by hand.
